So far in this series on the AI Control Plane, we’ve established that MCP is the catalyst for AI moving from advisor to actor (Part 1). Now, we move from building the control plane to trusting it.
You’ve moved past the “agents are cool” stage. You’ve built an agent capable of real action. Maybe it can provision access, resolve billing issues, or remediate incidents. The questions have now shifted from can an agent connect to tools, to:
- Who is this agent acting as?
- What is the agent allowed to touch?
- Who approved the action?
- What changed?
- And how do we prove it (quickly) when something goes sideways?
Answering these questions is the foundation of the trust fabric. Without it, the line between an agentic enterprise and a security incident is dangerously thin.
Agents challenge traditional identity governance in enterprises
Enterprises have established models for governing humans (managers, roles) and services (service principals, scopes). Agents are neither. They are a new class of actor: probabilistic decision-making layered atop deterministic systems of record.
They operate across traditional boundaries: business apps, identity systems, data platforms, and infrastructure. If you treat an agent as “just another integration,” you’ll get the classic enterprise failure pattern: broad shared credentials, inconsistent logging, and an audit trail that is essentially a collection of opinions.
The irony is that the underlying systems are governed. It’s the composition layer that becomes the weak point.
Focus on authorizing capabilities over tools
Most early deployments make the mistake of governing at the level of tools and endpoints: “This agent can call Salesforce, this one can call Jira.” This leads to policy sprawl that doesn’t scale, resulting in:
- Hundreds of disparate tools
- Inconsistent auth models and credentials
- Brittle edge cases and policy fragmentation
The unit the business cares about is business capability. This is the level at which the AI control plane must enforce governance.

Capabilities encode both intent and guardrails: what actions are included, which systems can be touched, what must be validated, which approvals are collected, and what data must be masked. This is where integration transitions from plumbing to governance for execution.
Build auditability with the decision record
When an incident occurs, mature IT systems expect you to reconstruct the request, review the chain of actions, and prove that it was authorized and approved. In agentic execution, merely logging “the agent responded with X” is a transcript, not a record.
Agentic execution demands logging why it was allowed. A real decision record must include:
- Identity: who requested the action (human, agent, and on-behalf-of context)
- Capability: which capability and version was invoked
- Policy evaluation: results showing which rules fired and constraints applied
- Evidence: approvals collected (e.g., threshold exceeded, SoD rules satisfied)
- Traceability: correlation IDs across downstream systems (ticket IDs, transaction IDs)
- Outcome: final results and any compensating actions (rollback, escalation)
Without clear accountability for model behavior, a simple statement like “the model decided” falls short of the auditability required for incident review.
Embrace friction for effective control
Enterprises often optimize for low-friction execution in the exact places where friction is the necessary control:
- Tier 0/1 actions (read-only, reversible drafts) should be fast.
- Tier 2/3 actions (money, access, production, regulated data) must require step-up control: approvals, separation of duties, deterministic orchestration, and immutable logging.
The Human-in-the-Loop must be a routed step, not a panic button. Crucially, if a Tier 2/3 action cannot complete through the governed path, it must degrade to a routed human workflow, not a different tool path. Improvisation is how unintended refunds, incorrect access grants, and unbounded retries happen.

Trust is an architectural decision
Trust is not a philosophical debate. It is the ability to answer: who did what, why, and under what authority. Without this clarity, true enterprise autonomy will not be achieved.
The main challenge for enterprises is not the agents’ capacity for action, but the organization’s ability to absorb that action without losing control, security, or stability. The future of enterprise AI requires establishing a single, defensible standard of an AI control plane. It transforms agent autonomy from a risk into a scalable, auditable asset. When execution is inexpensive, coordination becomes the most critical asset, and this is the fundamental problem the control plane solves.
